City of Mont Belvieu | Council Scoop🍦May 29, 2025
Rezoning Public Hearing
A final public hearing was held for the proposed rezoning of approximately 2 acres on the north side of Langston Drive. The request aims to change the zoning from Rural Use (RU) to Hill Mixed Use (HMU).Subdivision Plat Approvals
City Council reviewed and approved the final plats for Riverside Estates Sections 1 and 1B, as well as the preliminary plats for Riceland Sections 12 and 13.New Water Well in the Works
The city discussed and approved an agreement with Garver Engineering Group to design Water Well #13. The project—capped at $300,000—will place the new well in the southern part of town on city-owned land.

Our summer series continues, and this week we’re highlighting our community’s green spaces—parks, walkways, and those special spots that just make you want to be outside! 💚
A Commitment to Green Spaces & Community Places
As a Mont Belvieu resident, one of the true highlights of living here is the abundance of outdoor recreation areas the City has thoughtfully created, improved, and maintained as our community continues to grow.
Recently, we designed a local “Mont Belvieu Parks” edition puzzle featuring many of the major parks in our area. What we discovered during that project is that it goes far beyond just the well-known green spaces. In recent years, the City of Mont Belvieu has shown a strong commitment to creating outdoor areas that inspire residents to get outside and stay connected to nature.
They’ve even implemented a Parks & Recreation Master Plan aimed at elevating our green spaces to the next level. Take City Park, for example—it not only features one of the best free splash pads in the region, but also offers a wide variety of recreational opportunities, including updated play areas, fishing spots, and a scenic walking trail for those looking to stretch their legs.
Programs like the monthly Market in the Park reinforce the City's vision to make our parks a place to gather, enjoy the outdoors, and serve as a true hub for the community. The recent upgrades to Joe Matthews Park—our oldest park—further demonstrate a deep commitment to revitalizing and enhancing the spaces we already treasure.
Then there’s Deerfield Park, nestled between Someburger and Chick-fil-A. This forward-thinking “out-of-the-box” park features inclusive elements for every child, including a non-verbal communication board—an innovative touch that reflects a broader, thoughtful design approach.
But the City's vision doesn’t stop with parks. Plans for new walking paths and community trails aim to connect neighborhoods, schools, and businesses—including the future town center—bringing Mont Belvieu closer to becoming a truly walkable city.
New sports courts and fields are also part of the plan, helping to host youth sports tournaments right here on our home turf. And if you're a pickleball fan, you already know the courts stay busy every night—plans are underway for even more courts and upgrades to the existing ones. The upcoming build behind Dutch Bros will only add to the growing list of places for residents to get active and play.
All these improvements highlight Mont Belvieu’s strong commitment to intentional growth. Over the next decade, as our area expands, the City is clearly rising to the challenge—ensuring that our community remains rooted in quality of life, active living, and the beauty of well-preserved, open outdoor spaces.

Mont Belvieu Animal Shelter Scoop | Meet Topsy
Meet Topsy—a 2-year-old Labrador Retriever/German Shepherd mix weighing in at 46 pounds and overflowing with joy! Topsy is sweet, smart, and seems to be potty trained. She loves to sit, adores treats, and is eager to share her happy spirit with everyone she meets.
She came to the shelter with her best buddy, Turvy, who has since been adopted—now Topsy is patiently waiting for her forever family. While she loved Turvy, she prefers to be the only dog in the home and isn’t looking to make new dog friends. Topsy does great with people of all ages but hasn’t been tested with cats just yet.
If you’re looking for a loyal, loving companion who will light up your life, Topsy’s your girl!

ISS Student Council Wins Statewide Leadership Award
Barbers Hill Intermediate South is proudly celebrating its Student Council, which has earned the TEPSA Student Leadership Award, a prestigious honor from the Texas Elementary Principals and Supervisors Association. This award recognizes exceptional PK-8 student leadership groups making a real impact on their schools and communities.
The ISS Student Council stood out for their commitment to service and school spirit, earning recognition that will be showcased on TEPSA’s website and during the keynote at the TEPSA Summer Conference on June 11.
Principal Donna Billeaud praised the team, saying, “Our students are learning life skills and building meaningful relationships that will support them beyond the classroom.” Assistant Superintendent Chloe Yowell added, “This is the result of a lot of hard work—and heart work—by our students and sponsors.”
To qualify, students highlighted two major service projects:
Candy Cane Grams Project
Spreading holiday cheer, the council prepared and delivered over 1,200 candy canes with personalized messages to classmates, teachers, and the Early Childhood campus—building connections and brightening spirits across the district.
Animal Shelter Drive
The council also organized a community-wide donation drive for a local animal shelter, collecting over 200 items including food, blankets, and cleaning supplies. Their efforts raised awareness, encouraged adoptions, and sparked support from families, churches, and local volunteers.
With 25 student members and two dedicated advisers, the ISS Student Council continues to lead by example—proving that young leaders can make a powerful difference when they put their hearts into service.

Barbers Hill Athletics | STATE RUNNER-UPS
Baseball | ⚾️
The Eagles baseball team wrapped up an incredible season, falling just short in their State Semi-finals matchup against Smithson Valley. In Game 1 on May 29th, the Eagles were shut out 4–0, with Smithson Valley's pitching and defense holding strong.
Game 2 on May 30th saw a spirited comeback from Barbers Hill. Trailing 4–1 in the final inning, the Eagles rallied to score two runs, narrowing the gap to 4–3. Despite their efforts, they couldn't complete the comeback though, ending their season with a commendable 30–10 record. Their grit, heart, and hustle all season long made this one to remember. What a ride!
Softball | 🥎
The Barbers Hill Lady Eagles gave it their all in the 5A Division I State Championship on May 30th, but the one-and-done game ended in a hard-fought 4–2 loss to the top-ranked Melissa Cardinals—but not without a fight. After five scoreless innings, Melissa broke through in the sixth with a string of hits and added a solo home run in the seventh to extend the lead. Barbers Hill rallied in the final inning, scoring twice and bringing the winning run to the plate, but came up just short. The Lady Eagles closed out a phenomenal 35–4 season, showing heart, hustle, and the true pride of Barbers Hill to the very end.
Their outstanding performances did not go unnoticed, as several players received All-District and All-Tournament honors. Go Lady Eagles— we are incredibly proud of you!
